About Carter Health Strategies

Clinical perspective. Operational depth. Systems thinking.

A nonclinical healthcare education, consulting, workforce-development, operational-strategy, implementation-support, clinical-intelligence, and intellectual-property company.

Our purpose

Help professionals see the whole case—and leaders understand the whole system.

Carter works where clinical knowledge meets the realities of roles, staffing, workflows, documentation, policy, and organizational capability. The purpose is not to add more information to already overwhelmed teams. It is to make better decisions more teachable, supportable, and consistent.

Dr. Rhonda Carter

DNP, MSN, APRN-CNP, PMHNP-BC

Dr. Rhonda Carter is an ANCC board-certified psychiatric mental health nurse practitioner and healthcare strategist with more than 15 years of nursing and behavioral-health experience.

Her career spans direct care, case management, psychiatric practice, addiction treatment, clinical operations, and executive nursing leadership—providing a rare view of how decisions travel from the bedside through the systems surrounding care.

Her leadership experience includes service as Chief Nursing Officer, Assistant Chief Nursing Officer, Director and Assistant Director of Nursing, Nurse Manager, and Resident Care Director. She has worked across detoxification, residential treatment, admissions, behavioral-health nursing, psychiatric care, and senior living.

She founded Carter Health Strategies to close the distance between what healthcare teams know, what complex moments require, and what organizations make possible. Her work brings clinical credibility, operational discipline, and whole-system thinking to the development of professionals, workforces, leaders, and healthcare organizations.

Our mission

Strengthen the people. Clarify the decisions. Improve the system.

Carter Health Strategies strengthens the people and systems responsible for behavioral-health and addiction care. We translate clinical expertise into practical education, clearer decision-making, workforce capability, and implementation support that improve how care is understood, organized, and delivered.

Our vision

Complex care should not depend on guesswork or individual heroics.

We envision a healthcare landscape where professionals are prepared, organizations are aligned, and sound judgment can be taught, supported, and sustained. Better outcomes should be built into the way people, practice, and systems work together—and quality care should remain responsive to the communities it serves.

Our values

The standards behind the work.

Clinical integrity

Evidence, ethics, scope, and sound judgment are non-negotiable.

Human dignity

Care must respect lived experience, culture, context, and voice.

Disciplined clarity

Reasoning, responsibility, and the next action should be visible.

Responsible innovation

We challenge what is ineffective without moving beyond evidence.

Accountable impact

We measure what changes for professionals, systems, and people.

The whole care environment

Built for the people who carry the decision.

Complex care is rarely owned by one discipline. Carter makes each role visible—where responsibility is distinct, where it overlaps, and where communication must happen sooner.

Across roles

Physicians, nurse practitioners, physician associates, nurses, therapists, behavioral-health technicians, peer professionals, admissions, utilization review, case management, pharmacy, and clinical and executive leaders.

Across settings

Withdrawal management, detoxification, residential treatment, psychiatric services, hospitals, outpatient programs, and multi-site behavioral-health organizations.

Credibility should be visible

Trust requires more than experience.

Carter combines lived operational knowledge with a disciplined quality system.

01

Evidence with context

Clinical assets identify source dates, evidence status, limitations, setting considerations, and review triggers.

02

Review beyond one voice

Content is designed for domain review across clinical practice, pharmacy and toxicology, operations, culture, lived experience, and compliance as appropriate.

03

Boundaries made clear

Education supports judgment. It does not replace authorized medical direction, professional scope, facility policy, or patient-specific decision-making.
